Disaster Emergency Declaration
BOROUGH OF CONWAY, BEAVER COUNTY, PENNSYLVANIA
RESOLUTION NO. 2026-02
A RESOLUTION OF THE BOROUGH OF CONWAY, BEAVER COUNTY, PENNSYLVANIA, DECLARING A STATE OF DISASTER EMERGENCY WITHIN THE BOROUGH DUE TO A PENDING SEVERE WINTER STORM.
WHEREAS, the Borough of Conway is facing a forecasted severe winter storm beginning Saturday evening, January 24, 2026, and continuing through Monday, January 26, 2026, with predicted snowfall totals of 7 to 14 inches and dangerous wind chill temperatures; and
WHEREAS, this storm threatens to cause significant injury, damage, and suffering to the persons and property of the Borough of Conway, potentially resulting in impassable roadways, power outages, and hazards to public safety; and
WHEREAS, Governor Josh Shapiro signed a Proclamation of Disaster Emergency for the Commonwealth of Pennsylvania on January 23, 2026, in anticipation of this event; and
WHEREAS, emergency management measures are required to protect the health, safety, and welfare of the residents and to ensure the restoration of essential public services; and
WHEREAS, Section 7501 of the Pennsylvania Emergency Management Services Code (35 Pa. C.S. § 7501) authorizes the Borough to declare a local disaster emergency to facilitate a prompt and effective response.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council and the Mayor of the Borough of Conway, Beaver County, Pennsylvania, as follows:
- Declaration of Emergency: A State of Disaster Emergency is hereby declared within the Borough of Conway, effective immediately, to remain in effect through Monday, January 26, 2026, unless extended or terminated by further action of Council.
- Activation of EOP: The Conway Borough Emergency Operations Plan (EOP) is hereby activated. The Emergency Management Coordinator is directed to coordinate all activities of the emergency response and to activate the Emergency Operations Center as necessary.
- Emergency Procurement: Pursuant to 35 Pa. C.S. § 7501, the Borough is authorized to bypass normal time-consuming bid and contract procedures to meet the demands of this emergency, including the employment of temporary workers, the rental of equipment, and the purchase of necessary supplies and materials.
- Public Safety Measures: Residents are urged to avoid unnecessary travel and to remove vehicles from designated Snow Emergency Routes to allow for efficient plowing and emergency vehicle access.
- Agency Coordination: The Borough shall coordinate with the Beaver Valley Regional Police Department and the Conway Volunteer Fire Department to ensure a unified response to life-safety incidents and infrastructure issues.
