Freedom School Dist.   70.9 mills

Under the authority of the Statutes of the Commonwealth of Pennsylvania, the Borough of Conway levies the following taxes:

  • Real Estate Property Tax – Based on assessment values established by the County Assessor at millage rates enacted annually by the Borough Council.
  • Earned Income and Net Profits Tax (Wage Tax)– One half of one percent of earned income and net profits from each resident.
  • Per Capita Tax – Paid by all residents 18 or older who have income over $5,000.
  • Local Services Tax (LST) – $52.00 per year for all persons employed in the Borough.  This tax is paid to and collected by the Borough Secretary’s Office.

    Council was able to hold tax rates steady for the 6 years from 2017 through 2022.

    Despite managing the Borough’s finances during 2022 to end the year with a small surplus in the General Fund, Council was forced to raise property taxes for 2023 by 2 mills in order to balance the new budget. This is directly related to the extremely high inflation the nation has been experiencing. In general the Borough has experienced extreme 25-30%+ increases in the costs associated with the Electricity and Natural Gas needed for each of our buildings, as well as the Gasoline needed to keep the Police and Public Works Departments operating.

    Additional times by Appointment. For your safety and convenience there is also a locked box on the wall next to the garage at 1520 Dupont Street.

    The Tax Collector collects Real Estate taxes for both the Borough of Conway and the Freedom Area School District.                   

    The Tax Collector is elected to a 4-year term which expires 12/31/2021.

    General Tax Information

    All homeowners are required to pay Real Estate Taxes.

    Please call the Tax Collector at (724) 869-3777 if you have any questions.

    Borough Taxes are mailed out for March 1st.
    School Taxes are mailed out for July 1st.
    **If tax bills are not received by the end of the first week of either of these months, please contact the Tax Collector by phone or email.


    Per Capita Tax Collection – everyone 18 years of age and older (even if in college or retired) who has any income of $5,000.00 or greater is required to pay the Per Capita Taxes.

    Wage Tax Collection – The Earned Income Tax is 1% of Gross Earnings, payable quarterly.  This tax is split between the Borough of Conway and the Freedom Area School District.
